Since the end of 1991, a new state has appeared-Russia, the Russian Federation. It consisted of 89 regions, including 21 Autonomous republics. The Russian leadership had to continue the course of democratic transformation of society and creation of the rule of law. It was necessary to create new bodies of management of the national economy, to form the Russian state.

The state apparatus of Russia in the late 80's consisted of a two-stage system of representative authorities — the Congress of people's deputies and the bicameral Supreme Council. The head of the Executive power was President Boris Yeltsin, who was elected by popular vote. He was the commander-in-Chief of the Armed forces. The highest court was the constitutional court of the Russian Federation. Former deputies of the Supreme Soviet of the USSR played a predominant role in the higher structures of power. Among them were appointed advisers to the President-V. Shumeyko and Yu. Yarov, Chairman of the constitutional court V. D. Zorkin, many heads of local administrations.
