I truly agree with it. Animals are like kids, if someone wants to have a pet, he has to be responsible and accountability. Taking care of animals, of course, takes a long time and it isn't so easy. So, it means that it would be better if someone checks if a future owner of a pet has such an opportunity to devote some time to his pet.
