Obviously the law is necessary in a community.
Otherwise people would be forced to live by the law of the jungle.
Unfortunately, it's not easy to create perfect laws.
Therefore, every community tries to provide its own rules of behaviour.
However, the law cannot satisfy everyone.
Anyway, imperfect laws are better than no law at all.
