It's obvious that the law is in the interest of the whole society.
otherwise people had to live by the laws of the jungle.
Unfortunately it's not easy to create unperfect laws.
So every society tries to establish their own rules of conduct.
Unfortunately the law can't satisfy everybody.
At any rate unperfect laws are better than lawlessness.
