В этом случае эта придаточная часть является ключевой уточняющей информацией. Во втором случае эту часть убрать можно, так как если мы ее уберем, смысл предложения не потеряется. В этом случае эта придаточная часть играет роль дополняющей, дополнительной, не совсем важной информации.
